This one is spot on. She's looking into the camera and therefore looking at the viewer. The closeness of the image is enhanced by the fact that her eyes are a little crossed, which tells the viewer that they are close to her. We cross our eyes ever so slightly when looking at things this close.
Here 'we' have moved back and there is a distinct impression that her eyes are overly inwards. It doesnt kill the picture, its certainly not off putting or unnerving, but naturally her eyes would be more 'straight ahead' with the camera at this distance.
Eyes are can make or break a picture. There are a few golden rules to remember.
1. Symmetry : eyes always move the same amount, either inwards or left to right. one wont be 'more over' than the other, and both will be level.
2. Iris position : NEVER let white show above the iris, she will just look scared, and never let too much white show below or she will look drugged
Also dont underestimate the power of a pic where she is looking to the side and not at the camera. The 'I'm ignoring you' look works very well on our ladies.
