Shoe Advice

I want to buy my new girl some shoes (heels) ideally but her feet size are very small, 19cm long 8.5cm wide [don't like cms we were told cms are dress maker units when I was an apprentice].
This turns out to be smaller than UK size 2, there does not appear to be a lot of cheap shoe to buy in small sizes.

So for a 156cm what sizes have other found to work and what heel size to go for not mastered standing yet?
