To answer your implied question, they don't because they don't have to. The cost of a legal action on my part to get my money is more than the amount to recover ($2000). In the meantime, I follow 'other' English language forums (fora?). Based on what I see, Sinthetics' business is moribund and, even if they wanted to give me a refund, it is doubtful they have the cash flow to do so.

I believe that in America the cost of a small claim between $1500 and $5000 is $50 ($30 if below $1500).
