Not sure, but I think you have to have a certain number of posts under your belt before you can start a thread in the sales forum. I think it is 10, but some one else will have to confirm this info.

You can turn on email notifications by clicking on "user cp" and then "edit options"
I am not sure about the notifications within the forum, because I think mine were turned on by default.
